BSBWHS411 covers the skills and knowledge needed to put an organisation’s work health and safety (WHS) policies, procedures, and programs into action, as well as to keep track of them to meet legal requirements.
BSBWHS411 is designed for people in supervisory roles who have a good understanding of WHS policies and can use their skills to solve problems by analysing and evaluating information from different sources. These supervisors guide and support others in their work area and have some responsibility for the work outcomes of their team.

BSBWHS411 – Performance Evidence
The candidate needs to show they can perform the tasks described in this unit by:
- Implementing and Monitoring WHS Policies: Putting into action and overseeing the work health and safety (WHS) policies, procedures, and programs for a specific work area within an organization.
While doing this, the candidate must:
- Communicate WHS Information: Clearly and accurately explain important WHS information to the work team.
- Provide Access to WHS Policies: Make sure the work team can easily access WHS policies, procedures, and programs in a format and language they understand.
- Follow Procedures: Carry out and monitor procedures in line with WHS legal and organizational requirements, including:
- Consultation and Communication: Ensure there is open discussion and communication on WHS hazards and risks.
- Training and Learning: Identify WHS training needs and support learning opportunities.
- Record-Keeping: Maintain WHS records and use aggregated data on hazards and risk controls.
BSBWHS411 – Knowledge Evidence
To be awarded a passing grade for BSBWHS411, the candidate must also show knowledge of key WHS concepts needed to complete the tasks in this unit, including:
- Understanding WHS Laws: Awareness of key parts of national and state WHS laws that apply to the business and how to apply them in the work area.
- Organizational WHS Policies and Procedures: Knowledge of policies and procedures for:
- Consulting on WHS issues.
- Identifying hazards and managing risks, including using data and information from the work area.

- Roles and Responsibilities: Understanding the legal duties of managers, supervisors, and workers regarding WHS risk management in the workplace.

BSBWHS411 – Assessment Conditions
Assessment must follow WHS laws, legal responsibilities, and duty of care requirements for this unit. It should take place in a safe environment that allows the candidate to consistently perform WHS-related tasks and must include access to:
- A real or simulated workplace setting.
- Workplace equipment and resources.
- Examples of documents on workplace safety, hazard identification, and risk assessment.
- Relevant WHS laws and organizational documents needed to demonstrate skills.
- Opportunities to interact with others.
Those assessing this unit must meet the requirements for assessors as outlined in applicable vocational education and training laws and standards.
